The loading of application must not load all Module.

I use this application to create the help file of a module, in my opinion it is not necessary to load all modules, the greater part are already documented.

To build a list of module names would be preferable or disable the automatic variable $PSModuleAutoLoadingPreference.

I'm not loading all modules. I guess, the message is a bit misleading. When you start the editor (up to v2.3), I just load the list of installed modules (by calling Get-Module -ListAvailable command) and installed PSSnapins (by calling Get-PSSnapin -Registered). No module is loaded when application starts. And module autoload (which was introduced and deprecated in PS 3.0) doesn't affect here. But I'll revisit these dialog messages.

I'm working on editor behavior and it will be completely different.

I use mostly this software with a new module which is under development.

I do not need to choice a module in a list :
Menu 'New' -> 'Import module from file' -> Select the module in the list
I know the module that i want to load.

Why not to propose to create directly the project for a module using its file ?
For example 'New from module file'.
